a regional administrative body is a body of the public right, itself the tasks assigned by their relationship with a territory in the form of jurisdiction in the framework it over all persons, who are in their area(Sovereignty), and members strength domicile (and/or. A regional administrative body is usually a legal entity of the public right and thus independent right subject. The Federal Republic of Germany and the individual countries are likewise regional administrative bodies, because oftheir state quality have a privileged position.
In the economical Gesamtrechnung VGR finances of the regional administrative bodies, here understood as “federation”, are summarized “countries” and “municipalities”. Together with the social security the regional administrative bodies form the sector state.
