Regional reorganization in Bavaria
the regional reorganization in Bavaria was accomplished in the years 1971 to 1980 and had the goal of creating more efficient municipalities. This should be achieved by larger administrative units, which would work in the opinion at that time more efficiently.
the regional reorganization initiated by Bruno notice (CSU), which was from 1966 to 1977 Ministers of State of the Interior. His successor in office Alfred Seidl locked the regional reorganization then.
The regional reorganization was divided temporally into two sections:
- the regional reorganization for reorganisation Bayerns in districts and circle-free cities 1971/72
- the local regional reorganization, which was accomplished starting from 1972 first on freiwilliger basis and in the year 1978 with obligation incorporations was locked.
In the context of the reorganisation Bayerns in districts and circle-free cities, at the 1. July 1972 into force stepped, became from before 143 districts altogether 71 new districts. 23 formerly circle-free cities lost their circle liberty; they received the title “large district town” and limited additional rights as comfort plasters in relation to the other municipalities circle-belonging.
The municipality regional reorganization from 1972 to 1978 reduced the number of the Bavarian municipalities of 6.962 in the year 1970 over over two thirds to somewhat more than 2,000 circle-belonging municipalities. More than 900 of the municipalities was besides member municipalities in central administrative bodies. The reform was locked by the law for the conclusion of the local regional reorganization of the 1. January 1980, in which still smaller corrections were made.
In particular the local regional reorganization led to violent political arguments locally. Since have about 300 municipalities their self-sufficiency again attained beginning of the regional reorganization, which most of them out obligatorily entered central administrative bodies could themselves solve. In some cases it succeeded by the resistance of citizens also to lead eingemeindete places again into the Selbstständigkeit. Examples for this are hearing gau with Augsburg, Irlbach with Straubing, Albaching in the district rose home, Bechtsrieth in the district new city a.d. Waldnaab, Baar (Swabia) in the district Aichach Friedberg, saving brook at the Auerberg in the district eastgeneral-outer and Ermershausen in the district of hate mountains.
The straight small Frankish village Ermershausen attained 1978 some admittingness. The inhabitants opposed the vehement integration into the municipality Maroldsweisach. This culminated in the occupation of the city hall and the establishment of barricades by citizens of Ermershausen with the purpose to prevent the transfer of the local administration after Maroldsweisach. The village finally by several groups of one hundred of the auxiliary police one stormed and one vacated the city hall. Since 1994 Ermershausen is again an independent municipality.
