Local administration federation
a local administration federation (GVV) is in Germany a freiwilliger union of several municipalities of the same district, which the municipalities transfer different tasks. So can e.g. the administrations to be folded up, whereby money can be saved. An example of it would be that the citizens, thosein these united municipalities , their tax assessments live no longer from the local city hall, but receive from the federation administration. The local administration federations are bodies of the public right (no regional administrative body), at whose point a federation chairman stands. The member municipalities keep however their legalSelbstständigkeit.

this construction exists in Baden-Wuerttemberg. In this case is a cityor municipality the fulfilling municipality of the central administrative body. This “fulfills” certain fixed tasks (i.d.R. very few tasks) for the member municipalities of the central administrative body. Thus it concerns here a “weaker” form of the local administration federation, which has usually several tasks.
