Immerwährender Reichstag
of the Immerwährende Reichstag was the name for the condition agency in the holy Roman realm from 1663 to 1806 in Regensburg.
While Reichstag in irregular distances in different cities met before, becameit starting from 1594 only in the realm tag hall rain citizens of the city hall held and finally 1663 no more dissolved, with which it became the Immerwährenden Reichstag. Regensburg became thereby also the seat of approximately 70 legations of foreign states. The emperor became therebyrepresent by imperial Prinzipalkommissare, which belonged to the family Thurn and taxi starting from 1748.
The last conference of the Immerwährenden Reichstag took place 1803 with the publication of the realm deputation main conclusion , which arranged the re-organization of the realm, to 1806 the final dissolution of the realmtook place.

Reichstag from 1663 first not as „always “had been planned. One came 1663 together over over the danger, those by the Turks at thathad developed for eastern realm border to advise. The emperor Leopold I.needed for the defense money. Besides the longer smoldering controversy between the prince party and the cure princes was already a topic. The princes united in the prince party pushed on a participationat the elaboration of the choice surrender, Latin ius adcapitulandi and the king choice. In the core it concerned the question, whether the cure princes were allowed to negotiate exclusively the surrender with the future emperor and so that actually could change the realm condition withoutthat Reichstag with its exclusive, so the opinion of the princes, legislative competence was merged.
Due to the long realm day debates a surrender should be adopted for the sake of simplicity, which is to then apply to all later kings and emperors, a Capitulatio perpetua.This controversy, which negated vordergründig the claim to leadership of the cure princes, in addition, was of fundamental importance. Because in such a surrender theoretically all possible questions could be regulated, like for example the modalities over the explanation of the realm eight. The controversyover the choice surrender was thus a controversy over the right to issue laws and around their contents.
From this controversy now the permanence of the realm daily arose. One advised several years and did not become not united and resigned themselves to it,that one would together-sit still longer. When into the 1670er years the defense of the western realm border came against France on the agenda, the meeting had become already long a always-lasting. Since there was no more formal completion of the realm daily,resolutions were also not seized more into realm partings - which last parting from 1654 went than recent realm parting into history in, but discharged in the form of realm conclusions.
It is noteworthy that since the transformation of Reichstag in the ImmerwährendenReichstag the princes hardly still were represented, but left themselves represented - it concerned a congress of envoy thus as far as possible.
Reichstag had an unlimited competence, was however for the penetration of its laws on the individual realm conditions dependent.
