FBI - agent Campbell hunted a series murderer into of Los Angeles several years unsuccessfully. Then it is pulled to Chicago in hope to do nothing more with the case to have. But it was mistaken. When it returns a daily to its dwelling, it meets the police, which examines a murder in the stairway. The case does not interest it in the first moment, but when it opens a letter of Fedex, it turns out in the middle inside. Because the envelope contains photos, which were taken up on the same morning and which victims, a young woman, show.

In this moment Campbell knows that Griffin, which followed series murderer from Chicago, him. In L.A. carries out as “The Watcher” (the observer) well-known authors again his bizarres ritual: It observed its next victim and photographs it. The photos it sends to Campbell and threatens to kill the young woman exactly 24 hours later.

When Campbell receives new photos, he alarms the colleagues in Chicago and takes over the line of the case. The police tries to find with newscasts and handbills, the woman who calls it “Jane Doe “. Campbell discovers a reflection on the eyeglasses, which show some reflected letters after an enlargement of the photo. Finally he discovers the Schrifzug in the shop window of a photo shop in a shopping centre, but the police comes too late. “The Watcher” slammed shut again and its victim with a piano wire murdered.

The next photo is long in coming not. This time it shows a homeless person, who can be identified by its nut/mother fast. With the help of the shown coffee cups you come the investigators on the trace. A friend leads it into the abandoned building, in which the girl stays overnight. There Campbell meets the murderer. The following pursuit ends on the area of a gas station. The police actually placed the author, but recognizes, where he is and a burning lighter throws on the soil. Three policemen die in the flames and “The Watcher” can again escape.

Campbell meets it on the cemetery again. The murderer stands beside the grave of Campbells friend and wakes thereby bad memories. With its last meeting in Chicago Campbell came in time to the scene, before “The Watcher” could murder the woman. It died nevertheless afterwards in its burning dwelling. This trauma pursues the FBI agent until today and therefore is it in psychological treatment. Now Griffin tells it that the Psychologin Dr. Polly Beilman its next victim to be is. Because the murderer visited it in the meantime and later stole the tape recordings of Campbells discussions from their office.

He wants particularly to produce this murder. It drives with Campbell to an abandoned building. After Griffin Campbell tormented some time with the unpleasant memories, the FBI agent can overwhelm the author with a rifle, which he found in the area. However a candle tilts and ignites the gas. Campbell and Polly can jump straight still in time from the explosion by the window into the underlying river and save themselves, while “The Watcher” dies.
