Purpose municipality
the purpose municipality is not so far yet anywhere a realized suggestion for a form of inter+local co-operation (municipality - co-operation). It is more direct a directdemocratic, a flexible, a functional, a transparent (also financial), economical, public body on district level, with (also financial) responsibility of the authorities opposite the citizens.
The purpose municipality is suitable for intensive co-operation between municipalities on basis of flexible, state-organizational principles (direct democracy, autonomy, voluntariness). The purpose municipality is autonomous and finally responsible in the framework it by the laws and the citizens transferred tasks.
In Switzerland existfor a long time similar things in the form of citizen, Kirch, training and civil municipalities, them partly worked. The variety of the municipalities in Switzerland is a strength, it reflects the various requirements to the today's state, in addition, weakness: Splintering,to small Gemeindegebiete, suboptimale size of, co-ordination difficulties, lack of capable new generation for municipality authorities and church tower thinking.
The Zweckemeinde makes possible for the municipalities to work flexibly and closely together without having to take the way of a municipality fusion. Thus are the Zweckverbände in addition, an obstacle for partly long necessaryMunicipality fusions.
The purpose municipality is a use of FOCJ, it 2003/04 in the canton Zurich, Switzerland, its condition advice and in the public notification was discussed.
As a compromise in the sense of the advocates of purpose in accordance with oaths the new inhabitants of zurich condition regulations contain, those the earlierundemocratic and often not completely transparent Zweckverbände “purpose municipalities” become to let, without calling the purpose municipality with the name.
